GoldenWolf is proud to be home to a host of experts dedicated to the BUILDER™ Sustainment Management System (SMS), a web-based software ap­plication developed to help facilities’ engineers, technicians, and managers decide when, where, and how to maintain their building infrastructure most cost-effectively.

Our capabilities include BUILDER sustainment and I&A, quality assurance services, database management, data analytics, customized software solutions, BUILDER training for onsite or remote staff, and executive level strategy, and policy development.


In 2019, the Mobile District awarded GoldenWolf a $4 million Single Award Task Order Contract (SATOC), specifically to provide Quality Assurance/Quality Control (QA/QC) support for the US Army Installation Management Command (IMCOM).

As the prime contractor and a proud, certified 8(a), Service-Disabled Veteran-Owned and Woman-Owned Small Business, GoldenWolf successfully completed 100% of this effort. The onsite work included observing assessors, capturing photos, and documenting evidence, all to be used as part of the offsite data analysis. QA specialists utilized collected information and the Architecture & Engineering (A/E) team’s reports to evaluate the inventory and assessment for accuracy, consistency, completeness, and validity.

We have completed six IMCOM task orders simultaneously to include the following organizations: Maryland National Guard, Fort Riley, Fort Polk, Fort Stewart, Fort Benning, and Joint Base Meyers Henderson Hall. Our QA/QC specialists supported 52 million square feet of facilities associated with these six task orders.

Additionally, GoldenWolf has received “exceptional” and “very good” past performance evaluations from our Mobile District client. These ratings relate to quality, schedule, management, cost, and customer satisfaction for a period of performance from August 2019 through April 2020.

Currently, we are engaged with IMCOM on six additional QA/QC task orders in the following locations: Western US, Pacific Region, Korea, Various Army Reserve Locations, Fort Bliss, and Detroit/Picatinny Arsenal.


Additionally, the company holds both BUILDER Cooperative Research and Development Agreement (CRADA) and Patent License Agreement (PLA) with the Engineer Research Development Center (ERDC) Construction Engineering Research Laboratory (CERL). We have supported CERL since 2018 with development, deployment, modernization, and training for the BUILDER SMS and Enterprise Sustainment Management System.

At GoldenWolf, we are always striving to provide modern solutions that offer efficiency and cost savings. As an answer to that, we developed the Condition Assessment and Requirements Validation Engine (CARVE™) mobile BUILDER application to support our Department of Defense (DoD) clients.

CARVE empowers efficient onsite data collection using a tablet and facilitates the field team’s ability to accurately collect and upload data to our secure site. All collected data is screened against the latest BUILDER guidelines to ensure compliance with established conventions. Utilizing CARVE as a secure staging area provides the means for rigorous QC before data is uploaded to the BUILDER platform. Accordingly, GoldenWolf can assure that only accurate, complete, and compliant data is pushed to the live BUILDER database.

Once data is uploaded, BUILDER’s custom reporting features allow our managers to review the live data as part of the final QC step. We have adapted CARVE for the Defense Health Agency (DHA) and National Oceanic and Atmospheric Administration’s (NOAA) asset types and envision broad use among military, civil, and federal clients.


GoldenWolf is the prime contractor (or subcontractor completing 100% of the BUILDER support) for recently completed and current BUILDER efforts, supporting of more than 260 million square feet of complex, multifaceted facilities. This includes medical centers, hospitals, clinics and scientific research laboratories, helipads, administrative and command structures, warehouses, utilities, barracks and residences, recreational facilities, marinas, and docks.

In 2020, GoldenWolf was awarded the DHA BUILDER Sustainment Management contract, which includes DHA’s entire 80-million-square-foot portfolio and facilitates the transition of BUILDER functions from the three services to the DHA Facilities Enterprise. This three-year, $15.7 million IDIQ has added the Air Force Medical Support Agency to our client list and replaced our completed MEDCOM and BUMED BUILDER contracts.
